That, oddly enough, is the urethra.  As near as can be determined it exists in that form mainly to provide a really narrow place for tiny bladder stones to lodge and make him die.

The "treatment" if the "string-like bit" does become blocked is to clip it off before his bladder ruptures.




And he lives happily ever after, with normal function.and performance.  


 
I couldn't quite get a clear notion from the video ... is it, like, an external extension of the urethra or something?
