The Postal Inspectors were charged with finding and eliminating this traffic. In fact, because of their habit of busting suppliers and keeping them going long enough to build up a large customer list for later mass arrests, the United States Postal Service was usually the world's largest distributor of illegal porn.
When their prey migrated to the internet, the Postal Inspectors just followed them and that's what they are still doing.
