Well, 




1)  Getting the Gov't to do ANYTHING useful (aka, facilitating deer shagging) is somewhat more difficult than getting a square railroad tie through a bicycle tire Schrader valve,  and




2)  Deer are notoriously uncooperative when confronted by armed Gov't agents.  Understandably.
